Abstract
Cílem předložené diplomové práce je zhodnotit plnění druhého cíle Strategie Evropa 2020: investovat 3 % HDP do výzkumu a vývoje v zemích Visegrádské skupiny a navrhnout opatření ke zdárné realizaci tohoto cíle. K hodnocení je využita metoda komparace intensity vědy a výzkumu a ostatních stěžejních indikátorů spojených s vědecko-výzkumnou oblastí. Na základě makroekonomické analýzy je nejprve zjištěn výchozí ekonomický stav států Visegrádské skupiny a vytipovány klíčové oblasti, které ovlivňují úspěšnost plnění analyzovaného cíle Strategie Evropa 2020. Z hodnocení vyplývá, že státy Visegrádské skupiny cíle Strategie Evropa 2020 neplní na stejné úrovni a kromě České republiky, se státům V4 zatím nedaří dosahovat vytyčené národní cíle v této oblasti. Vzhledem ke zjištěným datům jsou v závěru zformulována doporučení pro jednotlivé státy Visegrádské skupiny za účelem zefektivnění plnění sledovaného cíle.
The aim of this diploma thesis is to evaluate the fulfilment of the Europe 2020 Strategy's second goal: to invest 3 % of GDP into research and development in countries of the Visegrad group and propose measures for the goal's successful realisation. The evaluation is based on a comparison method which compares R&D intensity and other fundamental indicators associated with the R&D field. Based on macroeconomic analysis, an evaluation of initial situation in the countries of the Visegrad group is performed and key areas which influence the success of fulfilment of the analysed Europe 2020 Strategy goal are identified. The results of this evaluation show that countries of the Visegrad group do not fulfil the goals of Europe 2020 Strategy on an equal level. With the exception of Czech Republic, the countries of V4 are not able to reach the prescribed national goals. In accordance with the researched data, recommendations for individual countries of the Visegrad group are formulated. The purpose of these recommendations is to make the fulfilment of the observed goal more effective.
