Abstract
Diplomová práce se zabývá problematikou působení zájmových skupin na hospodářskou politiku ve specifickém prostředí Evropské unie. Konkrétně se práce zabývá nařízením EU, které stanovuje emisní limity u mobilních zdrojů znečištění. Ačkoli se jedná o velice důležité téma pro mnoho stakeholderů, nelze říci, že by panoval společenský konsenzus nad zněním tohoto nařízení. Teoreticko-metodologická část práce je zaměřena na zájmové skupiny a jejich možnosti, jak ovlivnit legislativní proces EU. Empirická část nejprve navazuje analýzou současného stavu a vývoje legislativy v tématu emisí CO2 z mobilních zdrojů, a poté se zabývá postoji klíčových stakeholderů, kteří vystupovali v konzultacích k návrhu nařízení. Na konec jsou pak analyzovány změny v nařízení provedené během procesu přijímání a je určena jejich potenciální spojitost s postoji stakeholderů.
The diploma thesis deals with the issue of the influence of interest groups on economic policy in the European Union. Specifically, the work deals with the EU regulation, which sets emission limits for mobile sources of pollution. Although this is a very important topic for many stakeholders, it cannot be said that there is a social consensus on the wording of this regulation. The theoretical-methodological part of the work is focused on interest groups and their possibilities to influence the EU legislative process. The empirical part first continues with an analysis of the current state and development of legislation on the topic of CO2 emissions from mobile sources. After that, the work deals with the attitudes of key stakeholders who attended the consultations for the proposal for the regulation. At the end of this chapter, changes in the regulation made during the adoption process are analyzed, and their potential connection with stakeholder attitudes is determined.
