dc.description.abstractThe goal of this work is to accomplish the analysis of the mechanism of the financial ceiling EU´s own resources. The expenditure demands of the EU constantly increase and that´s why it is need to collect larger and larger contributions from the member states, whereas the member states seek to retain the neutral position, it means they seek to get the finance from the EU in the same rate as they contribute to the EU. The first part of the work is engaged in the characteristics and evolution of the own resources and the correction mechanism of the UK. The next part is is focused on the budget of the EU. It describes the establishment of the budget and the process by which are the own resources collected. In the sequent part there is described the financial ceiling of the own resources and then concures the empiric analysis of the own resources system. It is based on the calculation of the influence of the change of the ceiling on the structure of the own resources and the finding is, if the current method of the financial ceiling is effective. In the end there are summarized the partial findings and the determination the final conclusion.en
dc.description.abstractCílem této práce je provést analýzu mechanismu finančního cílování vlastních zdrojů Evropské unie. Výdajové nároky Evropské unie se stále zvyšují, a proto je zapotřebí od členských států vybírat větší a větší příspěvky, přičemž členské země se snaží udržet si neutrální pozici, tzn. snaží se získat od EU finance ve stejném poměru, v jakém do EU přispívají. První část práce se zabývá charakteristikou a vývojem vlastních zdrojů a opravným mechanismem UK. Další část práce je věnována rozpočtu EU. Popisuje stanovení rozpočtu a postup, jakým se vlastní zdroje v EU vybírají. V následující části je popsáno finanční cílování vlastních zdrojů, na které navazuje empirická analýza systému vlastních zdrojů. Ta je založena na výpočtech vlivu změny příjmového cíle na strukturu vlastních zdrojů a výsledkem je zjištění, zda je současná metoda finančního cílování vlastních zdrojů metodou efektivní.V závěru jsou shrnuty dílčí poznatky a stanoven finální závěr.cs
