Systém zdravotní péče v České republice se zaměřením na zdravotní pojištění

Abstract

The objective of my diploma paper is to describe the situation in the czech health care system and health insurance and analysis of relations among the main actors of health care. In this study I am proceeding from the most extensive problematic of health care and its financing, which is included in the first part. The second part deals with one of the instrument of financing health care - health insurance. There is also the history of health service and the description of health insurance in the Czech Republic. The third, most extensive chapter introduces the analysis of relations between the payers and the providers of health care system of the Czech Republic. Both play an important role in the whole system. The analysis focuses on bargaining strategies, contractor relations, controlling, information and regulatory relations and on the most dicussing topic - ways of reimbursement. The last, fourth chapter, outlines the reforms and possible ways of dvelopment of the czech health care delivery and its financing system.

Cílem mé diplomové práce je nejprve popsat situaci systému zdravotní péče a zdravotního pojištění v České republice a následně analyzovat vztah poskytovatelů a plátců zdravotní péče. Ve své práci postupuji od nejširší problematiky zdravotní péče a jejího financování, kterou rozebírá první část. Ve druhé části se zaměřuji na jeden z nástrojů financování zdravotní péče a to zdravotní pojištění. Je zde také zmíněna historie zdravotnictví i samotného zdravotního pojištění v ČR. Nejrozsáhlejší částí je část třetí, která je celá věnována analýze vztahu plátce a poskytovatele zdravotní péče. Tito dva aktéři hrají významnou roli v celém systému. Analýza se zaměřuje na vyjednávací mechanismy, smluvní, kontrolní, informační a regulační vztahy a v neposlední řadě na nejdiskutovanější mechanismy úhrad. Poslední část se zabývá vývojovými trendy českého zdravotnictví. Je zde nastíněna otázka povolebních změn v systému zdravotnictví a negativa součastného systému.
