Abstract
Tématem této bakalářské práce je předčasný důchod. Cílem práce je identifikace faktorů, které vedou k odchodu do předčasného důchodu. V práci je popsáno teoretické ukotvení terminologie v souvislosti s předčasným důchodem. Historie a vývoj důchodové problematiky i specificky předčasného důchodu. Dále je v práci vysvětlen konstrukt předčasných důchodů, krácení za předčasnost a nárokovost dávky. Do souvislosti s předčasným důchodem je v práci postaven také institut předdůchodu. Představena jsou aktuální statistická data v souvislosti s tématem. Současně je zde popsán předčasný důchod prizmatem sociální práce a sociální politiky.Původním záměrem při vzniku institutu předčasného důchodu bylo především řešení situace při dlouhodobé nezaměstnanosti v předdůchodovém věku. V práci jsou identifikovány také další faktory, které k odchodu do předčasného důchodu v současnosti vedou. Komplexní výzkum této problematiky dosud nebyl proveden.K identifikaci těchto důvodů jsou použity výsledky průzkumu, který probíhal na třech Okresních správách sociálního zabezpečení v rámci Libereckého kraje, v období květen 2021 až prosinec 2021. K průzkumu bylo použito dotazníkové šetření. Dále jsou představeny příklady dobré a špatné praxe, které akcentují důležitost odborného poradenství v důchodové problematice. Výsledkem průzkumu je potom představení faktorů, které v současné době vedou k odchodu do předčasného důchodu a jejich četnost, v souvislosti s jednotlivými obdobími předčasnosti. Z průzkumu vyplývá, že převažujícími důvody jsou zdravotní důvody, evidence na úřadu práce a jejich kombinace. K dalším markantním důvodům patří únava ze zaměstnání. Nejčastěji lidé odchází do předčasného důchodu v prvním roce předčasnosti, kdy je krácení nejmírnější.Závěr práce shrnuje výsledky průzkumu, které mohou být v širším kontextu zohledněny při získávání informací v souvislosti se stárnutím populace a udržitelnosti důchodového systému. Průzkum reflektuje aktuální faktory důchodové problematiky. V práci je komplexně popsána problematika předčasného důchodu, proto je možné ji použít pro získání znalostí o institutu předčasného důchodu při práci v sociální oblasti a státní správě.
The topic of this bachelor thesis is an early retirement. The aim of this work is to identify the factors which lead to early retirement. The thesis describes the theoretical basis of terminology in connection with early retirement. History and development of pension issues and specifically early retirement. Furthermore, the work explains the construct of early retirement, reduction for premature and benefit entitlement. The institute of pre-retirement is also stood in connection with early retirement. Current statistical data related to the topic are presented. At the same time, early retirement is described here using the prism of social work and social policy.The original intention of the establishment of the early retirement institution was primarily to solve the situation of long-term unemployment in pre-retirement age. The work also identifies other factors that currently lead to early retirement. Any comprehensive research on this issue has not yet been carried out.The results of a survey conducted at three District Social Security Administrations within the Liberec Region in the period from May 2021 to December 2021 are used to identify these reasons. A questionnaire survey was used for the survey. Furthermore, examples of good and bad practice are presented, which emphasize the importance of professional counselling at the issues of pension. The result of the survey is then a presentation of the factors which currently lead to early retirement and their frequency, in relation to each period of premature. The survey shows that the predominant reasons are medical reasons, registration at the employment office and their combinations. Other significant reasons include fatigue from work. People most often retire early in the first year of prematurity, when the reduction is the slightest.The conclusion summarizes the results of the survey, which can be considered in a broader context at obtaining information in relation to the aging population and the sustainability of the pension system. The survey reflects current factors in the area of pension issues. The thesis comprehensively describes the issue of early retirement, so that it can be used to gain knowledge about the institute of early retirement in the social field and public administration.
