dc.description.abstractThe aim of this thesis is to analyse funding and management of the village of Pertoltice in the years 2005-2009 and to find precautions that would lead to improvement of the situation while setting the budget and its implementation. The introductory part is closely concerned with basic terms which are related to a town as a municipality and its funding comprehensive of receipts and expenditures and their division according to the structure of budget. Public budgets, their scale and individual functions are also described here. Budgetary process and its phases in municipal authorities are defined here in details, too. Theoretical part is ended with short treatise on management of municipal property. Financial and management analysis of the village of Pertoltice follows up on the analysis of present income situation of municipalities which includes summary of development of both shared taxes and fiduciary taxes on behalf of The Czech Republic.en
dc.description.abstractCílem práce je analyzovat financování a hospodaření obce Pertoltice v letech 2005 ? 2009 a nalézt opatření, která by vedla ke zlepšení stavu při sestavování rozpočtu obce a hospodaření s ním. Úvodní část se podrobně věnuje základním pojmům, které se týkají obce jako základního územního samosprávného celku a jejímu financování, jež v sobě zahrnuje příjmy, výdaje a jejich členění podle rozpočtové skladby. Jsou zde popsány veřejné rozpočty, jejich soustava a jednotlivé funkce. Podrobně je definován rozpočtový proces a jeho fáze v územních samosprávách. Teoretická část je ukončena krátkým pojednáním o hospodaření s majetkem obcí. Analýza financování a hospodaření obce Pertoltice navazuje na analýzu současné příjmové situace obcí, která obsahuje shrnutí vývoje jak sdílených, tak svěřených daní za Českou republiku jako celek.cs
