dc.description.abstractThis Diploma Thesis is dealing with a topic of the public support of the education in The Czech republic. On the principle of additional procedure, there are the financial means from the state, from The Structural Funds and also from the applicant (recipient of the support), ``merging{\crqq} into this field. There is a possibility to draw the support from The State Budget separately, however the basis of the thesis is the drawing the sources from the EU. The field of the public support of the education is generally drafted in the same way as for the other fields of support, therefore is the character (procedure and legislative) of the thesis general. The public support of the education is differing in the maximal admissible rates of the gross rate of the public support only. Firstly there are the basic terms about the public support specified, in the practical part the field of education (exception from the public support), there is a thinking of the public support into the educational system concluded. The aim of the thesis has been working up, by means of the law definitions of the public support and the consultations with The Economic Chamber of Prague, The Diploma Thesis about the field of public support and outlining a methodical instruction for the drawing the financial means from The EU Funds. The whole setting of the system of the public support of the education in The Czech republic in terms of the sources from The EU (The Structural Funds) is evaluated by the experts as satisfying. However, our republic has been a newcomer into The EU since the year 2004, so there are certain difficulties with the application of the rules, which had been developing and changing in The EU during several decades. The recommendations for the new period 2007-2013 have come out. As for the past period, in terms of the project cofinanced by The ESF, there has been demonstrated the difference between the allocated grant and the really received rate of the public support, on the basis of the methodology. There is a model example of the public support into the training counted up.en
dc.description.abstractTato diplomová práce se zabývá tématem veřejné podpory vzdělávání v České republice. Na principu doplňkovosti se do oblasti podpor {\clqq}slévají`` finanční prostředky od státu, ze strukturálních fondů a také od žadatele (příjemce podpory). Podporu lze čerpat i separátně ze státního rozpočtu, práce ale staví na čerpání ze zdrojů Evropské unie. Oblast veřejné podpory vzdělávání se obecně koncipuje stejně jako pro jiné oblasti podpory, charakter práce je proto z hlediska postupů a legislativy obecný. Veřejná podpora vzdělávání se liší pouze v maximálních přípustných mírách hrubé míry veřejné podpory. Nejprve jsou vymezeny základní pojmy v oblasti veřejné podpory, v praktické části pak oblast vzdělávání (ve smyslu výjimky z VP), je uvažováno o vztahu VP ke školám. Cílem práce bylo za pomoci studie právního vymezení VP a konzultací s Hospodářskou komorou hl. m. Prahy zpracovat diplomovou práci o problematice veřejné podpory a nastínit metodický pokyn pro čerpání finančních prostředků z fondů EU. Celkové nastavení systému veřejné podpory v ČR v rámci zdrojů z EU (strukturálních fondů) hodnotí odborníci jako uspokojivé. Česká republika je však novou členskou zemí EU od roku 2004, existují tedy jisté obtíže s aplikací pravidel, která se v EU vytvářely a měnily několik desítek let. Vyvstala doporučení pro další období 2007-2013. Na základě metodologie byl za minulé období v rámci projektu spolufinancovaného z Evropského sociálního fondu ilustrativně znázorněn rozdíl mezi přidělenou dotací a fakticky přijatou mírou veřejné podpory. Na závěr metodiky je spočítán modelový příklad veřejné podpory na školení.cs
