dc.description.abstractEuropean Union is a specific form of economic and political integration of European states, which provides for individual Member States on one hand, a lot of responsibilities, but on the other hand a lot of advantages. Among those most significant are drawing funds from the European Union budget. European Union budget is monitored by the European institutions, Member States themselves and the public. In my work I focused on system of operation of the European Union budget, the process of its formation and evaluation of its income and expenditure components. As a goal I set to determine the budgetary balances of Member States and also to compare the period 1998-2008, and that by using two methods of calculating the net position of Member States. For each of the net positions of EU Member States to determine which state is a net payer, which is a net recipient. Out of the two analyses, the comparison of the two established methods of calculating the net positions will be done and the advantages and disadvantages of these methods with an impact on Member States will be evaluateden
dc.description.abstractEvropská unie je specifická forma hospodářského a politického propojení Evropských států, které skýtá pro jednotlivé členské státy na jedné straně spoustu povinností, ale na straně druhé spoustu výhod. Mezi ty nejvýznamnější určitě patří čerpání finančních prostředků z rozpočtu EU. Rozpočet EU je sledován evropskými orgány, samotnými členskými státy a také veřejností. Ve své diplomové práci jsem se zaměřila na systém fungování rozpočtu EU, proces jeho utváření a také zhodnocení jeho příjmové a výdajové složky. Jako cíl jsem si stanovila určit rozpočtové bilance členských států a zároveň je porovnat v období let 1998-2008, a to dvěma metodami výpočtů čisté pozice členských států. U jednotlivých čistých pozic členských států EU určit, který stát je čistým plátcem a který je čistým příjemcem. Z provedených analýz bude uskutečněno porovnání obou stanovených metod výpočtu čistých pozic a dále zhodnoceny výhody a nevýhody těchto metod s dopadem na členské státy.cs
