Abstract
Diplomová práce reaguje na aktuální situaci pandemie způsobené virovým onemocněním COVID-19. Hlavní řešenou problematikou jsou intervence státu vedoucí k zajištění zdravotnického materiálu. Práce se zabývá způsobem zajišťování ochranných pomůcek a možných ekonomických dopadů spojených s využíváním různých zdrojů. Teoretická část vychází z ekonomických škol, kde je řešen postoj k intervencím během zdraví ohrožující krize. Dále je řešena problematika závislosti na dovozech strategických výrobků z nedemokratické země, jejíž nedostatek přímo ohrožuje lidské zdraví. Práce vychází z Bezpečnostní strategie ČR a vyjádření Bezpečnostní informační služby. Praktická část se zabývá rostoucí českou výrobní kapacitou ochranných pomůcek a příčinami, které k tomuto stavu vedly, a zároveň zachycuje dopad práce Technické univerzity v Liberci na celkovou kapacitu v roce 2021.
The diploma thesis responds to the current situation of a pandemic caused by the viral disease COVID-19. The main issues addressed are state interventions leading to the provision of medical supplies. The thesis deals with the way how the protective equipment was provided and with the potential of economic impacts associated with the use of different sources. The theoretical part draws on economic schools, where the attitude to interventions during the health threatening crisis is discussed. Furthermore, the issue of dependence on imports of strategic products from a non-democratic country, the lack of which directly endangers human health, is addressed. The work is based on the Security Strategy of the Czech Republic and the statement of the Security Information Service. The practical part deals with the growing Czech production capacity of protective equipment and the causes that led to this situation. It also captures the impact of the efforts of the Technical University in Liberec on the total capacity in 2021.
