Abstract
Bakalářská práce se zabývala aktivní politikou zaměstnanosti úřadů práce ve vztahu k problematice nezaměstnanosti absolventů škol. Cílem práce bylo přiblížit současný systém aktivní politiky zaměstnanosti a jeho vývoj právě ve vztahu k jedincům končícím svou přípravu na budoucí povolání a vstupujících na trh práce. Byla určitým zamyšlením nad příčinami nezaměstnanosti absolventů škol. Hodnotila nástroje současné aktivní politiky zaměstnanosti, odkrývala limity možností úřadů práce v rámci jejich kompetencí a hledala řešení, jak zvýšit zaměstnatelnost absolventů.Výzkumnými metodami práce byly analýza činnosti Úřadu práce v Semilech a šetření provedené dotazníkem v regionu Semily. Struktura práce byla tvořena dvěma stěžejními oblastmi. Jednalo se o část teoretickou, která pomocí zpracování literárních pramenů popisovala skupinu uchazečů - absolventů škol a objasňovala jejich postavení na trhu práce. Zároveň zde byly zhodnoceny nástroje současné aktivní politiky zaměstnanosti a jejich vývoj na okrese Semily v období od roku 2001 až 30.6.2005 ve srovnání se situací v rámci České republiky. Praktická část zjišťovala pomocí dotazníku postoje a zkušenosti 50 zaměstnavatelů k zaměstnávání absolventů škol. Výsledky šetření ukazovaly, že postavení absolventů škol na trhu práce v regionu Semily bylo závislé na více faktorech a vyúsťovaly v konkrétní navrhovaná opatření v oblasti zlepšení pracovního uplatnění absolventů škol. Za největší přínos práce vzhledem k řešené problematice bylo možné považovat vlastní poznání skutečné situace na trhu práce v okrese Semily.
The assignment dealt with the active employment policy of the labour authorities in relation to the issue of the graduates unemployment. The objective of the assignment was to outline the contemporary system of the active employment policy and its development specifically in the relation to the individuals finishing their profession preparation and entering the labour market. It was certain reflection of the reasons for the graduates{\crq} unemployment. It evaluated the current active employment policy tools. It also uncovered the limits of the labour authorities within their powers, and it looked for solutions to increase the graduates{\crq} employment. The research method of the assignment was an analysis of the Labour Authority in Semily and an inquiry carried out by a questionnaire in Semily region. Two principal areas formed the structure of the assignment. The first part being theoretical which based on literary sources processing described the applicants group graduates, and clarified their position on the labour market. The tools of the current active employment policy and their development in the period from 2001 to June 30th 2005 in Semily region were evaluated here as well and compared to the situation within the Czech Republic. With the aid of a questionnaire the assignment investigated the attitudes and experience of 50 employers to the issue of employing graduates. The results of the inquiry showed that the position of graduates on the labour market in Semily region depended on more factors and resulted in certain suggested measures in the area of improvement of graduates work fulfilment.Own realization of the real situation on the labour market in Semily region can be considered the biggest asset referring to the issues solved.
