Abstract
V bakalářské práci je zpracována problematika provádění nemocenského pojištění zaměstnanců malých organizací, kterou se zabývají okresní správy sociálního zabezpečení. Cílem bylo zjistit, zda při provádění nemocenského pojištění dochází ke zneužívání dávek nemocenského pojištění a jaké jsou jeho možné příčiny. Práce je složena z teoretické části, ve které se čtenář seznámí se základními informacemi z oblasti nemocenského pojištění. Jsou zde popsány základní údaje o dávkách nemocenského pojištění, podmínky pro vznik nároků na tyto dávky, výše a doba jejich poskytování. Ve druhé části této práce, v praktické části, byly na základě studia spisové dokumentace a rozhovoru s pracovníky okresní správy sociálního zabezpečení ověřovány předpokládané skutečnosti. Na základě studia spisové dokumentace, 300 dávkových listů zaměstnanců malých organizací na oddělení nemocenského pojištění a dalších dokumentů, které byly při průzkumu využity, a na základě odpovědí dotazovaných pracovníků oddělení nemocenského pojištění a oddělení kontroly lze pouze konstatovat, že pravděpodobně dochází k cíleným vznikům nemocenského pojištění a následně k výplatě dávek nemocenského pojištění - nemocenského a peněžité pomoci v mateřství. Tyto skutečnosti však nejsou prokazatelné a nelze je žádným způsobem postihnout.
This bachelor´s dissertation deals with the area of the realisation of employee sickness insurance in small organisations, which concerns the district social security administrations. The aim was to ascertain whether any abuse of sickness insurance benefits occurs during the realisation of the sickness insurance and the possible causes for this. The work consists of a theoretical section, in which the reader is provided with the basic information concerning the area of sickness insurance. This section sets out the basic information concerning sickness insurance benefits, the conditions for the establishment of an entitlement to these benefits and the amount and period of their provision. The second part of this work, the practical section, contains the verification of the expected facts ascertained from a study of the file documentation and conversations with the employees at the District Social Security Administration. Upon the basis of the study of the file documentation, 300 benefit contribution forms from employees of small organisations at the Sickness Insurance Department and further documents which were used in the research and upon the basis of the answers of the employees from the Sickness Insurance Department and the Quality Department, it is only possible to state that targeted cases of sickness insurance and the subsequent payment of sickness insurance benefit (sickness benefit and monetary assistance in maternity) probably do occur. These facts are not, however, demonstrable and cannot be influenced in any way.
