dc.description.abstractCílem mé diplomové práce je analyzovat postavení institucí v rozpočtovém procesu Evropské unie a České republiky. V teoretické části se věnuji vzniku Evropské unie, jejím hlavním cílům a hlavním orgánům. Dále tato část obsahuje rozpočet, jeho zásady, které jsou při tvorbě rozpočtu dodržovány a proces schvalování rozpočtu. Poté se věnuji charakteristice výdajů a příjmů rozpočtu. To samé vypracuji pro Českou republiku. V praktické části se zaměřuji na jednotlivé rozpočty EU a ČR, střednědobé výhledy a finanční perspektivy. Také porovnávám mandatorní a obligatorní výdaje, jejich členění a výše. To vše poté analyzuji a vyhodnocuji. V závěrečné kapitole shrnuji veškeré poznatky o tvorbě a schvalování rozpočtu EU a ČR, jaký je tedy vliv institucí při rozpočtovém procesu, zda existují nějaké rozdíly, či zda je proces stejný.cs
dc.description.abstractThe purpose of my dissertation is to analyze the possition of institution in the budgetary procedure of the European Union and the Czech Republic. The theoretical part deals with the rise of the Europe Union, its main objectives and institutions. This part comprises the budget, its principles, which are observed during budget generation process and budgetary procedure. Then I focus on characteristic of budget´s expenditures and revenues. I do it the same for Czech Republic. The practical part deals with Europe Union budget and Czech Republic state budget analysis, medium-term plans and financial perspectives. I compare mandatory and obligatory expenditures, their structuring and height. These all I analyze and then I evaluate it. In the final part, I summarize every piece of knowledge about generating EU budget and State budget of Czech Republic and their procedure, if there is an influence of institution in budgetary procedure, if there exist some differences between EU budget and State budget of CZ, or not.en
