Abstract
Práce popisuje vývoj a proměny dávky - přídavek na dítě v kontextu systému státní sociální podpory, potažmo celého státem aplikovaného sociálního systému. Konkrétně pak analyzuje dopad změny zákona č. 117/199 Sb., o státní sociální podpoře, provedené zákonem č. 261/2007 Sb., o stabilizaci veřejných rozpočtů, s účinností od 1. ledna 2008, na příjemce vybrané dávky státní sociální podpory - přídavek na dítě, v lokalitě - okres Liberec. Analýzou dopadu této konkrétní změny práce provádí praktickou reflexi změn systému státní sociální podpory a klade ji do kontextu celkového vývoje tohoto systému s ohledem na jeho efektivnost, vyváženost, udržitelnost a faktické zajištění sociální pomoci.
The work describes the development and changes in benefits - child benefit in the context of state social support system, hence the state of applied social system. Specifically, it analyzes the impact of changes to the Act No. 117/1995 Coll. on state social support, by Act No. 261/2007 Coll. stabilization of public budgets, with effect from 1 January 2008, to recipients selected welfare benefits - child benefit, in the area - District Liberec. Analyzing the impact of specific changes in the work carried out practical reflection of changes in social support and put it into context of the overall development of this system with regard to its effectiveness, balance, sustainability and the effective promotion of social assistance.
