Abstract
Diplomová práce Otevřená data ve veřejné správě v České republice se zabývá současnou situací otevřených dat ve veřejné správě České republiky s konkrétním zaměřením na město Jilemnici. První část práce obsahuje teoretická východiska, včetně vysvětlení základních pojmů Good Governance, Smart Administration, svobodný přístup k informacím, veřejná správa, eGovernment a otevřená data. Následují tři logické celky od globální až po lokální úroveň, otevřená data ve světě, v České republice a v obcích. Praktická část se pak věnuje zhodnocení současné situace využívání otevřených dat ve vybraném městě České republiky. Součástí práce je případová studie a výzkumné šetření, kde je vybrané město porovnáváno s příklady dobré praxe. Na základě východisek teoretické části a dotazníkového šetření provedeného mezi zvolenými městy byla vypracována doporučení pro zlepšení využitelnosti otevřených dat v Jilemnici. Výsledky budou přínosem pro současné i budoucí vedení úřadu. Hlavním přínosem práce je systematický a integrovaný přístup k problematice zavádění otevřených dat a její osvěta, neboť většina českých obcí je teprve na začátku.
The dipoma thesis Open Data in the Public Administration in the Czech Republic focuses on the current situation of open data in Czech Republic's public administration, specifically in the town of Jilemnice. The first part contains theoretical background and explanations of basic terms, including Good Governance, Smart Administration, free access to information, public administration, eGovernment and open data. Three logical units follow, namely global, national and local level, or open data in the world, in the Czech Republic and in municipalities. The practical part assesses the current use of open data in the selected town in the Czech Republic. The thesis also includes a case study and the author's research. Jilemnice is compared with several examples of best practice. On the basis of theoretical background and research down in several towns, recommendations for the possible improvement of open data use in Jilemnice are proposed. The results will be beneficial for current and future management of the municipality. The main benefit of this thesis is a systematic and integrated approach to the issue of open data implementation and raising of public awareness because most Czech Republic's municipalities have only started to implement open data.
