dc.description.abstractLobbying evaluation attract scholars for nearly two decades but the transparency issue is not in the main focus. This article tries to use the authors' conceptual framework for evaluation of transparent lobbying understand in the broader way as a part of the decision making on the case of the Czech Republic. The methodology defines four different areas aimed on lobbyists, targets of lobbying, sunshine principles and oversight and sanctioning and consists of 158 indicators. The Czech case clearly shows that some provisions focusing on targets of lobbying can solve the transparency in a partial way only and that those can't serve as a substitute of rules for lobbyists.cs
