    Vliv procesu fiskálni decentralizace na rozpočtovou samostatnost místních rozpočtů, případ Nové Paky

    The Diploma Thesis analyses a process of a fiscal decentralization of public budgets and their impact on an independence of local budgets which means budgets of municipalities and self-governing regions in the Czech Republic in the reporting period of 1993 to 2010. The Thesis is divided into two chapters comprising the theoretical and practical part. The first chapter characterises public and local administration, public and local finances, theory of fiscal federalism. The other chapter examines practically the influence of process of a public administration reform, like the fiscal decentralization on specified extent of self-sufficiency of local budgets, focused on the independence of the budget of a town Nová Paka. The result is finding about progressive increase of independence of the budget for Nová Paka in years 1993 to 2001 and for the self-governing regions in years 2002 to 2008 because of the influence of the fiscal decentralization in the Czech Republic. Considering the author?s 5 years? experience in the capacity of a secretary in Municipality in Nová Paka, the thesis is enriched with a number of his experience and pieces of knowledge.
