- ItemAnalýza neziskových organizací v Libereckém kraji a jejich spolupráce s podnikatelským sektorem(Technická Univerzita v Liberci, 2013) Šanderová, Zuzana; Laboutková, ŠárkaDiplomová práce se zabývá neziskovými organizacemi v Libereckém kraji a jejich spoluprácí s podnikatelským sektorem. Problematika je nejprve rozebírána z teoretického hlediska. Je zde popsáno, proč vůbec neziskové organizace existují, jak jsou v odborné literatuře charakterizovány a vymezovány včetně jejich členění. V práci je také zmínka o financování těchto organizací a možnostech spolupráce s podnikatelským sektorem v rámci společenské odpovědnosti firem. Druhá část práce je věnována analýze neziskových organizací v Libereckém kraji, v rámci níž byly neziskové organizace rozčleněny podle právní formy a oborové klasifikace. V další části práce je popsána spolupráce neziskového a podnikatelského sektoru pomocí několika vybraných organizací a dále pomocí dotazníkového šetření. Z výsledků vyplynul závěr, že spolupráce mezi oběma sektory v jisté míře existuje, ale většinou dotazovaných neziskových organizací je považována za nedostatečnou.
- ItemDEMOCRACY AND TRANSPARENT LOBBYING: MEASURING THEIR RELATIONSHIP(SILESIAN UNIV OPAVA, SCHOOL BUSINESS ADMINISTRATION KARVINA, UNIVERZITNI NAM 1934-3, KARVINA, 73340, CZECH REPUBLIC, 2018) Laboutková, Šárka; Šimral, VítIn the present paper, we discuss a link between transparent lobbying and democracy. We assume that a better definition and a deeper understanding of attributes of the transparency of lobbying contribute to a more accurate assessment of quality of democracy and might help to develop more complex tools of measurement of quality of democracy in the future. The article proceeds as follows: first, after defining basic terms, we briefly introduce five common indices of quality of democracy and analyze its indicators in terms of transparency requirements. Second, we introduce the results of our existing research and propose a catalogue of measures supporting transparent lobbying. Third, we identify sub-indicators in the five introduced indices of democratic quality related to transparent lobbying and assign a value to each individual indicator in the indices to determine whether measures of transparent lobbying have relevance with respect to these indicators. Fourth, we carry out a rudimentary statistical analysis and discuss it. The analysis produces five findings which are significant for our understanding of indicators of democracy and tools of transparent lobbying.

The aim of the thesis is the analysis of the current situation in Ústí nad Labem region and the application of theoretical findings on particular non-governmental organisation. Theoretical part focuses on the presentation of non-profit sector. The forms of financing the non-governmental organisation are discussed in detail. The practical part deals with the characterisation of the situation of financing NGO in Ústí nad Labem and close vicinity based on the survey followed by the analysis of financing of particular organisation and a concrete project. The last chapter provides recommendations and possible solutions to improve the current state.

It is also focused on the knowledge economy, which has a very significant impact on long-term growth. The Common Agriculture Policy and Regional Policy will be described in more detail in this diploma thesis. The reasons for their establishment will be described as well as their history and reforms that have changed these policies over time. Their principles, targets and instruments used for target achievements will be mentioned in this thesis too. Last but not least actual problems and topics of both policies, which are being discussed the most at the present time, will be considered.
- ItemHospodářské politiky Evropské unie a jejich vztah k automobilovému průmyslu(Technická Univerzita v Liberci, 2013) Pechová, Romana; Laboutková, ŠárkaAutomobilový průmysl hraje významnou roli v ekonomice Evropské unie, což vede unijní orgány k tomu, aby jej aktivně ovlivňovaly v rámci svých hospodářských politik. Teoretická část diplomové práce se zabývá jednotlivými hospodářskými politikami a rozborem vývoje automobilového průmyslu s důrazem na aktuální trendy. V praktické části této práce jsou analyzovány vazby hospodářských politik a automobilového průmyslu a zhodnocen jejich ekonomický dopad na konkrétní podnik, vývoj automobilového sektoru a ekonomiku členských států Evropské unie. Mezi zmíněné vazby patří skupina CARS 21, stanovení emisních limitů a především spolufinancování projektů ze strukturálních fondů Evropské unie. Dotace na vybrané projekty jsou přidělovány v rámci realizace kohezní politiky a poskytují značnou podporu pro evropský automobilový průmysl. Dále se práce zabývá problematikou šrotovného a investičních pobídek, pro jejichž udělování Evropská unie stanovuje všeobecné podmínky. V závěru jsou vyhodnoceny analyzované vazby Evropské unie a automobilového průmyslu a navržena doporučení pro budoucí vývoj.
- ItemIdentifikace a zhodnocení efektů přímých zahraničních investic na podnikatelské prostředí v regionech České republiky(Technická Univerzita v Liberci,, 2017) Kotíková, Sylvie; Laboutková, ŠárkaPřímé zahraniční investice jsou považovány za ekonomický fenomén s nejednoznačnou interpretací odborné veřejnosti, neboť tento druh zahraničního kapitálu způsobuje celou řadu efektů a vlivů na hostitelské podnikatelské prostředí, jejichž finální dopad je často rozporuplný. Další komplikaci způsobuje obtížná identifikovatelnost a kvantifikace zejména nepřímých efektů, které mají charakter externalit a nemají jasně specifikovanou vazbu na přímé zahraniční investice. Nicméně z přímých efektů a samotné lokalizace přímých zahraničních investic vyplývají. Názory na přímé zahraniční investice se ještě více rozcházejí, pokud je příliv tohoto kapitálu podpořen investičními pobídkami. Vlády vynakládají nemalé objemy podpor z veřejných zdrojů s cílem získání pozitivních dopadů, které se považují za samozřejmé, ale ve skutečnosti jsou velmi obtížně měřitelné. Některé z efektů se na hostitelském trhu nemusí projevit vůbec nebo udělení investiční pobídky může působit zcela kontraproduktivně při následném vzniku crowding-out efektu či při vzniku tzv. duální ekonomiky. Ačkoliv je Česká republika považována za úspěšného příjemce přímých investic zahraničních korporací, nabízí se otázka, zda dokáže české podnikatelské prostředí tohoto potenciálu plně využívat. Cílem předložené disertační práce je zhodnotit vybrané efekty lokalizace přímých zahraničních investic - přímý efekt tvorby pracovních míst a nepřímý efekt přelévání (spillovers) - na podnikatelské prostředí v šesti vybraných regionech České republiky, a přispět tak objektivní argumentací do probíhající odborné diskuze o ekonomických výhodách a nevýhodách přímých zahraničních investic.$aForeign direct investment is considered to be an economic phenomenon with an ambiguous interpretation of the professional public, as this type of foreign capital produces a number of effects and influences on the host business environment, the final impact of which is often contradictory. Another complication is the difficult identification and quantification of indirect effects, which are externalities and do not have a clearly specified link to foreign direct investment. However, they result from direct effects and from the location of foreign direct investment. Opinions on foreign direct investment are even more divergent if the inflow of this kind of capital is supported by investment incentives. Governments spend considerable volumes of public support to obtain positive effects that are considered to be self-evident but in reality, very hardly measurable. Some of the effects may not be reflected in the host market at all, or the granting of an investment incentive may be counterproductive in the event of a crowding-out effect or the emergence of the so-called dual economy. Although the Czech Republic is considered to be a successful recipient of foreign direct investment, the question is whether it can fully exploit this potential of the Czech business environment. The aim of this dissertation is to evaluate selected effects of the localization of foreign direct investment - the direct effect of job creation and indirect effects of spillovers - on the business environment in six selected regions of the Czech Republic, thus contributing objective argumentation to the ongoing professional discussion about economic advantages and disadvantages of foreign direct investment.
- ItemKNOWLEDGE TRANSFER IN A KNOWLEDGE-BASED ECONOMY(Technická Univerzita v Liberci, ) Urbancová, Hana; Vnoučková, Lucie; Laboutková, Šárka; Ekonomická fakultaThe knowledge economy currently presupposes that each organization manages its knowledge and in doing so intentionally endeavors to achieve a long-term competitive advantage. In other words the key source of success is no longer information as such, but the right knowledge which is associated with a specifi c bearer – employee who must constantly develop this in a currently highly competitive environment. The goal of this article is to identify and evaluate the conditions for the use of the resource approach focused on the management of knowledge in the current knowledge economy across all economic branches. The research is descriptive and empirical by nature, because the primary data has been collected using the survey method, including fact-fi nding techniques such as questionnaires and interviews. According to the results of the quantitative research focused on education in Czech organizations, 66.5% of the surveyed organizations make use of some type of education or training at work. However, one third of Czech organizations still do not educate their employees and do not work with knowledge development and management in any way. The following recommendations can be given to organizations nowadays: (1) identify and overcome the barriers to knowledge sharing through fostering effective relationships, (2) the employees’ willingness to participate in the learning process needs to be enhanced, (3) the organization’s management should introduce a refl ective process and a career development process leading to effective knowledge sharing and (4) the role of the mentor and coach is crucial in effi cient organizational learning. The main areas which affect knowledge development in organizations are based on cooperation and communication. This refers to both the organizational culture and the climate. Those areas are crucial for employee and organizational knowledge transfer and development.
- ItemKomparace automobilového průmyslu zemí V4 před a po vstupu do Evropské unie(Technická Univerzita v Liberci, 2013) Bílá, Anna; Laboutková, ŠárkaDiplomová práce se zabývá komparací automobilového průmyslu zemí Visegrádské čtyřky před a po vstupu do Evropské unie. Část práce je věnována charakteristice jednotlivých zemí a jejich vývoji od roku 2000 do roku 2011, a to za pomoci makroekonomických ukazatelů. Podrobněji je za každou zemi zmapován automobilový průmysl, který je klíčovým pro celou diplomovou práci. V závěrečné kapitole je automobilový průmysl porovnán mezi jednotlivými státy navzájem, a také s celkovou ekonomickou situací na trzích sledovaných států, aby byla jasně vidět důležitost tohoto odvětví pro ekonomiky zemí Visegrádké čtyřky. Jelikož je automobilový průmysl zaštiťován v jednotlivých státech automobilovými sdruženími, jsou v této diplomové práci použity především materiály, které sdružení zvěřejňují anebo je jsou ochotna poskytnout.
- ItemKomparace členských a nečlenských států EU v rámci evropské části bývalého Sovětského svazu z hlediska vybraných ukazatelů institucionální kvality se zaměřením na mikrosféru(Technická Univerzita v Liberci, 2012) Semotjuková, Dana; Laboutková, ŠárkaThe topic of this thesis is evaluation of Institutional Quality in European countries of the former Soviet Union. It focuses on differences between countries that became members of the European Union (Estonia, Latvia and Lithuania), and the remaining states (Belarus, Moldova, Russia and Ukraine). Institutional Quality is monitored with selected Economic Freedom Indexes, the Corruption Perception Index and the Ease of Doing Business Index. The first part of the thesis defines the concept of Institutional Quality, mainly its impact on economic process and describes the individual indexes. The following part deals with the political-economic process in the individual countries. The third part evaluates and compares the states with selected indexes and investigates if European Union membership affects the quality of institutional environment. In the conclusion, the results of the comparison are summarized and possible causes of differences are stated.
- ItemKoncepční přístupy k hospodářské politice v rozvojových zemích(Technická Univerzita v Liberci, 2013) Udut, Viktoriya; Laboutková, ŠárkaTématem diplomové práce je aktuálně implementovaná hospodářská politika v rozvojových zemích a dopad této politiky na jejich hospodářský růst. Tato práce se věnuje specifické skupině rozvojových zemí ? nejméně rozvinutým (Least Developed Countries, LDCs) ? jejichž seznam v roce 2013 zahrnoval 49 zemí, představujících nejchudší segment světové populace. Cílem práce je zjistit, který ze dvou koncepčních přístupů k hospodářské politice (liberální či intervencionistický) v LDCs převládá a jak tento koncepční přístup ovlivňuje ekonomickou situaci v nejméně rozvinutých zemích. Zároveň práce formuluje návrh klíčových změn pro tvůrce hospodářských politik, jejichž provedení by podpořilo ekonomický růst států skupiny LDCs.
- ItemKonkurenceschopnost České republiky s dopady na podnikovou sféru(Technická Univerzita v Liberci, 2012) Nenutil, Martin; Laboutková, ŠárkaCílém práce je identifikovat a zhodnotit silné a slabé stránky České republiky v mezinárodním prostředí. V počátku práce je vymezen pojem konkurenceschopnost. Poté se jednotlivé kapitoly zabývají dílčími oblastmi, které ovlivňují konkurenceschopnost. V jednotlivých kapitolách jsou identifikovány problémy České republiky a je provedeno mezinárodní srovnání. Na konci každé kapitoly je provedena, SWOT analýza pro identifikaci hlavních výhod a nevýhod České republiky. V závěru práce jsou shrnuty dílčí poznatky z jednotlivých kapitol pro utvoření uceleného pohledu na české výhody a nevýhody v mezinárodní konkurenceschopnosti.

- ItemLobbing - definice a jeho místo ve společnosti s ohledem na možnou regulaci zákonem(Technická Univerzita v Liberci, 2011) Hlinka, Jaroslav; Laboutková, ŠárkaThe primary aim of the thesis "Lobbying - It´s Definition and Place in Society with Regard to Possible Regulation by Law" is to describe the lobbying environment in the Czech Republic, particularly focusing on existing efforts to regulate it by law. At first, the term itself is explained. In the following part the issues dealt with range from historical development, types and functions of lobbying to already existing types of lobby-regulation in selected countries. The thesis subsequently focuses on the situation in the Czech Republic. It describes the current development of attempts to regulate lobbying, the way this is perceived by Czech society and also the most significant effort to adopt legislative changes so far - the Lobbying Act proposal. Finally, the thesis deals with the indicators which can evaluate effectiveness of anti-corruption measures, including legislative lobbying regulations. The paper presents monitoring of development of these indicators over several years. The monitoring was carried out in order to clearly prove the impacts of legislative lobbying regulations on these indicators.

The first topic discusses about interesting lobbying though it is not favoured by society in public policy. The second topic focuses on nongovernmental non-profit organizations and their position in economy. The thesis blends these issues into each other. It mainly discusses how NGOs influence public policy. It goes through a theory of lobbying and a theory of the NGOs in which many different notions related to the topic are explained. In the second practical part of the thesis, there is a focus on practical lobbying activities of the NGOs on the international, national and regional levels. Finally, thesis analyzes chosen NGOs located in Liberec and their lobbying activity. It focuses on research of the forms of lobbing used by NGOs and their results of such lobbying as related to advocating their interests.

First of all, the thesis deals with the lobbying theory, there is an overview of lobbying perception of Czech politicians afterwards. The next part describes an effort to lobbying regulation in Czech Republic. The theoretical part contains the description of corruption and it continuous with a practical part. This mentioned section deals with fight against corruption in the company. There are described specific lobby and corruption causes.
- ItemMeasuring the link between democracy and transparent lobbying(Routledge, 2020) Šimral, Vít; Laboutková, ŠárkaIn this paper, we discuss the link between democracy and transparent lobbying indices. We assume that a deeper understanding of attributes of the transparency of lobbying help to develop more complex tools of measurement of quality of democracy. We briefly introduce five common indices of quality of democracy and analyze its indicators in terms of transparency requirements. Second, we present a catalog of all pro-lobbying transparency measures with four categories involving lobbyists, targets of lobbying, sunshine rules, and monitoring and sanctioning rules. Third, we carry out a statistical analysis of the democracy indices and lobbying indices. Fourth, we identify sub-indicators in the introduced indices and assign a value to each individual indicator in the indices to determine whether measures of transparent lobbying have relevance with respect to these indicators. Finally, the paper concludes with a discussion of the links found between indicators of the quality of democracy and transparent lobbying.

This article tries to use the authors' conceptual framework for evaluation of transparent lobbying understand in the broader way as a part of the decision making on the case of the Czech Republic. The methodology defines four different areas aimed on lobbyists, targets of lobbying, sunshine principles and oversight and sanctioning and consists of 158 indicators. The Czech case clearly shows that some provisions focusing on targets of lobbying can solve the transparency in a partial way only and that those can't serve as a substitute of rules for lobbyists.
- ItemMožnosti a limity integrace Turecka do EU s dopady na podnikovou sféru(Technická Univerzita v Liberci, 2012) Pavlátová, Lenka; Laboutková, ŠárkaBase of this thesis lay in integration of Turkey into the European Union. The thesis is focused to factors which affect relationship between Turkey and the EU. In 2012 the accession negotiations with Turkey are overshadowed by internal crisis in Europe. Despite it the criteria for full-membership in the EU are still impossible goal for Turkey. The first part of the thesis analyzes the economic situation of Turkey on the basis of the macroeconomic data. The next section is developed by the question of the existence of conditions that limit the achievement of targets in Turkey full membership in the European Union. There is pointed out to Copenhagen economic criteria which are often in the background of political criteria.. The practical part determines the specific barriers hampering the cooperation of Turkey and the European Union. One of specific barrier is illustrated by an example of Czech firm faced to obstacles of turkish-european cooperation.
- ItemNezaměstnanost v okrese Mladá Boleslav se zaměřením na problémovou skupinu(Technická Univerzita v Liberci, 2008) Bollardová, Markéta; Laboutková, ŠárkaCílem diplomové práce je analyzovat nezaměstnanost v regionu Mladá Boleslav a zaměřit se na problémové skupiny nezaměstnaných. První část práce obsahuje teoretickou charakteristiku trhu práce a nezaměstnanosti a zaměřuje se na problém nezaměstnanosti obecně za celou Českou republiku. Další kapitola zachycuje jednotlivé oblasti v regionu a jejich situaci na trhu práce a míru nezaměstnanosti. Následuje kapitola, která specifikuje problémové skupiny nezaměstnaných. Poté přichází na řadu zhodnocení, které z těchto skupin mají s nezaměstnaností v daném regionu největší problém a na jednu z těchto skupin se zaměřit a analyzovat ji podrobněji. Také je třeba zmapovat činnost úřadu práce, jak se podílí na řešení této situace a zásahy do problematiky jiných organizací. Hlavním cílem práce je zjistit příčiny, důsledky a navrhnout možná řešení tohoto problému.

Nejprve jsou v práci vymezena teoretická východiska lobbingu a zájmových skupin, včetně změn jejich působení po vstupu České republiky do Evropské unie. Další část práce se zabývá historií a současným stavem regulace lobbingu, jak v Evropské unii, tak také v České republice. Čtvrtá kapitola popisuje činnost a analyzuje význam jednotlivých zastoupení České republiky v Bruselu. Závěrečná část pak předkládá vlastní analýzu lobbingu a realitu českých podnikatelských subjektů v ovlivňování politických rozhodnutí.
