- ItemBorders on the old maps of Jizera Mountain(Sciendo, 2019) Böhm, Hynek; Šmída, JiříOld maps, mainly from the period between 1890 and 1940, have been collected in the framework of the project "Old Maps of the Jizera Mountains". These maps provide us with a complex picture, mainly of tourism, in this currently Czech-Polish territory. The territory of the Jizera Mountains was inhabited mainly by a German-speaking population on both sides of the border until 1945. Yet it is interesting to examine how the border between the two states - in those times Czechoslovakia and Germany, now Czechia and Poland - was illustrated on these old maps. This article argues that the border was not perceived as a barrier as such until later on, mainly due to the ethnic change in the borderlands. It also reveals that the borders on the maps are of manifold nature and cannot be simply limited to the national borders.
- ItemCan Cross-Border Healthcare Be Sustainable? An Example from the Czech-Austrian Borderland(MDPI, 2019) Böhm, Hynek; Kurowska-Pysz, JoannaCross-border public services are considered to be one of the possible tools to eliminate the periphery position of border regions. The Czech part of the Gmünd/České Velenice divided twin town faces the problem of very distant healthcare, as the closest hospital on its side of the border is at around a 50 min car-drive, whereas the hospital in Austrian Gmünd is within several minutes reach. This paper analyses whether cross-border healthcare provision could help to eliminate this problem. It describes the EU legislative framework for the cross-border healthcare provision and states that it has been rather underused until now, with a minor exception of the situation between European Communities’ founding members. In the Gmünd/České Velenice context, the functional partnership run by the Lower Austria as the key actor was created. Its ability to use the INTERREG programme has helped to create conditions for a sustainable cross-border healthcare, but only as a partial solution restricted on an outpatient care. The main identified barriers are of administrative nature. To a partial surprise of authors, the mental barrier plays a minor role and could be overcome by systemic measures implemented by partners of this initiative.
- ItemCzech–Polish Cross-Border (Non) Cooperation in the Field of the Labor Market: Why Does It Seem to Be Un-De-Bordered?(MDPI, 2019-05-02) Böhm, Hynek; Opioła, WojciechThe Czech–Polish border is almost 800 kilometres long. Since 1991, 6 Euroregions and two European Groupings of Territorial Co-operation (EGTC) were created and have been conducting cross-border cooperation (CBC) along the entire length of the border. This was probably also the institutionalisation of cross-border co-operation, what has helped to reach and maintain a high level of mutual Czech–Polish relations. What can therefore be considered striking or surprising is a rather low level of cross-border labor mobility between the labor forces of both countries. Authors therefore attempted to identify projects and initiatives in the field of the cross-border labor market along the entire border. Research showed that the CBC stakeholders don’t prioritise co-operation in the field of the labor market, as they don’t see any real cross-border demand. There are some exceptions, driven mainly by the automotive and mining industries in Czechia attracting a Polish workforce. The main reason for the relatively low level of Czech–Polish cross-border co-operation in the field of the labor market is an absence of a major economic engine on either side of the border, rather than any kind of hostile or re-bordering sentiments in mutual relations between subjects from both countries.

Některá navštívená pracoviště se zaměřovala také na přípravu budoucích učitelů informatiky. Tomuto cíli odpovídá i struktura jednotlivých zpráv. Představíme vám celkem 12 pracovišť z Belgie, Německa, Polska a Slovenska. O každém se dozvíte, čemu se věnují a pro koho zajišťují výuku. Základem je ale popis zkušeností přímo z výuky a příkladů dobré praxe. Na konci každé zprávy se také můžete seznámit s hostem i hostitelem. Publikace je primárně určena současným i budoucím učitelům, doufáme ale, že si v ní inspiraci najde každý.

- ItemSprings Connect People and Landscapes – Environmental Education and Cooperation in the Region Liberec-Zittau(Technická univerzita v Liberci, Česká republika, 2017) Vitvar, Tomáš; Kändler, Matthias; Šmída, Jiří; Komínková, Dana; Ženková Rudincová, Kateřina; Drápela, Emil; Zágoršek, Kamil; Součková, Lucie; Berchová, Kateřina; Bílý, Michal; Böhm, HynekTento článek popisuje trojstranný přeshraniční project Prameny spojují/Quellen verbinden, zahájený v roce 2016 a koordinovaný Technickou univerzitou v Liberci. Záměrem projektu je komplexní hydrochemické, hydrobiologické, hydrologické, geologické a humánně geografické zhodnocení souboru asi 40 pramenů v oblasti Liberec-Zittau, a to cestou vzdělávací a výzkumné spolupráce partnerských univerzit. Vlhké podnebí této oblasti se promítá do značného množství pramenů, jejichž společné multidisciplinární hodnocení nebylo dosud provedeno. Předběžné výsledky na příkladě pramenu Ploučnice ukazují vápenato-hydrogenuhličitanovou vodu pocházející z České křídové pánve, přičemž v pramenném ekosystému jsou přítomny sladkovodní různonožci. Pramen Ploučnice je jeden z nejvydatnějších pramenů ve střední Evropě s dobrou kvalitou vody, což kolem roku 1900 podporovalo její využití jako pitnou vodu a do 60. let minulého století využití jako vodní energii pro blízké mlýny.
- ItemThe Turów Crisis: Economy vs Sustainability(Technická Univerzita v Liberci, ) Boháš, Artur; Böhm, Hynek; Ekonomická fakultaThe text focus on a sensitive topic within the EU, the crisis around the operation of the Turów coal mine in Poland. The mine is located in the Turószow Spur on the borders of Czechia and Germany. The whole Three-border Region belongs to the economic periphery or semiperiphery, although the particular states have visible economic differences. The mine's operation violates many ecological norms, and its location brings adverse cross-border environmental effects. Polish authorities insist on the mine operation despite foreign complaints and international criticism. They are pretty successful with their diplomacy mixed with ignorance. Polish officials promote economy and energy; meanwhile, the neighboring states and the EU prefer ecologically sustainable development and fair neighbor relations. As human geographers, the authors use various methods: desk research of economic, geographical, political, and ecological sources connected to the Turów Mine and Tree-border Region, analyzing available statistical data, media analysis, survey, and expert interviews. The main focus is on Czech-Polish affairs, but some overlaps are inevitable. The study reveals differences in priorities between Poland and its neigbors, leading to conflicting narratives. Together with economic and developmental asymmetries, they determine the status quo mostly regardless of the environment and related pressure from the EU, promoting the struggle against climate change.
