Abstract
Diplomová práce se zabývá problematikou výstavby dálniční infrastruktury v České republice v návaznosti na vládní selhání. Hlavní výzkumnou metodou je deskripce a rozbor jednotlivých celků na dílčí části a identifikace problémových oblastí. Následuje metoda komparace výstavby dálnic v ČR a Polsku. Polsko zde z důvodů kvalitní, efektivní a rychlé výstavby slouží jako příklad dobré praxe. Práce je členěna do tří hlavních kapitol. První kapitola je zaměřena teoreticky a seznamuje čtenáře s typy vládních selhání, následuje rešerše empirické literatury. Druhá část analyzuje aktuální situaci v České republice a v Polsku a vybrané problémové oblasti. Následuje komparace obou zemí, která vede k návrhu doporučení, jak současný stav zlepšit. V závěru jsou identifikována zjištěná selhání v oblasti legislativy, přístupu k řešení problémů, kontroly ŘSD a v uvolněných investicích.
The following Diploma Thesis focuses on highway infrastructure's problematic building in the Czech Republic with a relationship with government failures. The main scientific method is analysis and comparison of highway constructions between Czech Republic and Poland. Poland is considered to be an example of a good practice because of its quality, effectiveness and fast construction of highways. This thesis consists of three main sections. First part focuses on theoretical problems and familiarizes readers with the types of government failures, following with the research of empirical literature. Second part focuses on analysis of the current situation in the Czech Republic and Poland, together with identifying problematic fields. Following is the comparison of the Czech Republic with Poland, which suggests solutions to the main problems. At the end there are written identified government failures in the legislation, approach to the problem solving, control of the Road and Motorway Directorate of the Czech Republic and the amount of investments issued to the highway infrastructure building.
