Abstract
Bakalářská práce se zabývá korupcí ve veřejném sektoru České republiky. Vymezuje základní charakteristiky korupce jakožto i její příčiny a důsledky, stádia a formy, jakých může korupční jednání nabývat, a legislativu upravující korupci. Představuje metody měření korupce pomocí indikátorů měření úrovně korupce, z nichž tři představuje blíže. Na základně hodnot těchto indikátorů pro Českou republiku hodnotí současný stav korupce v zemi. Pomocí indikátoru Corruption Perception Index porovnává úroveň korupce v ČR s úrovní v zemích EU. Analyzuje závislost mezi bohatstvím zemí EU vyjádřeným v HDP na obyvatele a indikátorem Corruption Perception Index. Hodnotí stav korupce u Policie ČR jakožto orgánu veřejné správy a analyzuje korupční případy příslušníků Policie ČR v období od roku 2018 do roku 2020. Nakonec přibližuje protikorupční opatření v ČR v podobě současných protikorupčních programů a manuálů.
The bachelor's thesis deals with corruption in the public sector of the Czech Republic. At first, the thesis defines the essential characteristics of corruption as well as causes and consequences, the stages and forms in which corruption may occur, and the legislation governing corruption. It also presents methods of measuring corruption using indicators to assess corruption; three of them are put forward in a more detailed way. Based on the values of these indicators for the Czech Republic, the following part determines the current state of corruption in the country. Using the Corruption Perception Index, the work compares corruption in the Czech Republic with that in EU countries and analyses the dependence between the wealth of EU countries expressed in GDP per capita and the Corruption Perception Index. In addition, it reviews the state of corruption in the Police of the Czech Republic as a public authority and analyses corruption cases of members of the Police of the Czech Republic from 2018 to 2020. Finally, anti-corruption measures in the Czech Republic within current anti-corruption programs are demonstrated.
